The purpose of s is to make both e and a plural. The usage employed by the author is non-standard.

In the author's example separate there is an e followed by an a and then another a, followed by an e . The author claims that "the [e]s surround the [a]s" but how general and useful this rule is I don't know.
 
It shows the simple plural of the letters e and a.

The word 'addresses' has two 'e's and three 's'​s.
 
Rover's way of writing the plural form of the letters is more natural than the original.
