No matter how tough things got, my mom never lost her cool. The glass is always half-full with her. She always finds a way to joke about every situation, no matter how bad.

I wonder if the glass is always half-full with her means she is always in difficult situation.

No, it means she thinks positive, taking consolation in what she possess rather than what she doesn't (glass half empty).

This is a common English metaphor or idiom for one's general outlook on life. The glass is undeniably at 50% capacity. However, an optimist considers it half full (with half still to come), while a pessimist calls it half empty (with half already gone).

You'll see variants like "He's a glass-half-full kind of guy" or "She's more of a glass-half-empty person."

Note my changes above. It appears to be talking about a general situation so the present tense should be used throughout. If the mother is no longer like this, or has died, the verbs should be "got/lost/was/found".
