I am looking for a suitable verb to use in this context. Can I use "turn into"? To mean that people use social facilities or at least some of them to spend their free time.


"Social facilities are becoming very popular. The government is turning them into leisure."
 
Social facilities, being physical entities, cannot be turned into something abstract as "leisure", which is an adjective, or a noun, meaning "free time". "Leisure centres" or "centres for leisure" perhaps.

I don't know what "social facilities" are. If they are becoming popular, why is the government changing them into something to do with leisure?

Clubs for adults, centers for children such as art studios, etc. They are becoming popular.
 
So back to my second question - if they're so popular, why are they being changed into leisure centres?

Yes. Tedmc told you in post #2 that using "leisure" on its own doesn't work.
