[General] The issue of letter to the headmaster

I want to write a headline for my letter issued to the headmaster. Is it correct to write in the following way?

“The issue of letter to the headmaster”

Is it correct to use “issue” in the above headline?

Please advise

Do you mean a title for your letter to the headmaster?

That would be a very strange title for a letter.

What is the letter about?
 
You don't issue a letter to someone (unless it's a legal matter). Letters don't have headlines or titles.
 
How about "The issue of legal letter to the headmaster"?
 
How about "The issue of legal letter to the headmaster"?
Using different words, can you tell us the purpose of this line and what the letter is about?

What I meant was the subject (line) of a letter which is common in formal letters.
 
Why don't you write the letter (using fictitious details if it's confidential) and post it in the Letter Writing forum?
