I would like to know what the difference is between “the lady cat” and “the cat lady”.

As 5jj said, we need context. Ideally, please put both phrases into their own sentences, as well as telling us where you saw both for the first time.
Even a one-word sentence requires a closing punctuation mark.

Also note that I have changed the upper case "C" in your title to the correct lower case "c".

Hello @gmp and welcome to the forum. Please remember to end each sentence with a full stop or other appropriate punctuation mark.

For your song title you should avoid "cat lady" because it is a stock phrase that applies to people, not cats.

As long as your cat is female and you want to anthropomorphise the cat, you could use "The Lady Cat". Note that if it's a title, all three words should be capitalised.
