What's the difference in meaning between the latest news and the breaking news?

Breaking news is news about an event which is happening now or is just being reported for the first time. It should be, anyway; on American cable news stations, it often just means news.

Latest news is what has most recently been learned about an event.
 
breaking news = fresh news, happening now or being reported on for the first time now

latest news = most recent update on a news story - this needn't be very recent
