What is the meaning of “accepted wisdom” in the following sentence:The accepted wisdom is that public services are best run by governments.

It means that it is commonly accepted, accepted by a majority of people/citizens/taxpayers.

As anyone who watches the news will know, these days in the UK, the majority of people and citizens are desperately trying to avoid being members of your third group! ;-)
 
And you tell me? In Spain, not paying taxes (or trying not to, at least) has (sadly) evolved into a demonstration of wit. :-(
 
It may be worth noting that when people use the phrase "accepted wisdom" (also often said as "conventional wisdom," at least in the US) they are often about to introduce what they think is a compelling argument against the prevailing opinion.
