This is not an English question. It's a question of what "exactly 30 years old" means. Are you measuring it 'exactly' to the minute or to the day or to the year.

Strictly speaking, you are exactly 30 years old on the day of your birthday, as registered in the birth certificate.

It should be '30 and above' if you want to be precise about it but is it necessary?

"30 and over" means anyone who is 30 years old or more.
"Over 30" means anyone who is 31 years old and more.

Technically, a person is over 30 on the day after his/her 30th birthday.

"Over 30" means anyone who is 31 years old and more. I agree with that, and it fits with the fact that we keep saying that were are 30 until we turn 31.
