The meaning of "passe on food"

Dear all,

Below is from a magazine article titled "Hunger in the US".

...About a third of struggling households had what the researchers called “very low food security,” meaning that members of the household skipped meals, cut portions or passed on food at some point during the year because they lacked money...

I don't understand what "passed on food" means.

How is it different from "skipped meals" or "cut portions"?
