The meaning of quite so + adjective/adverb

This is what I know:
  • quite: fairly; very; completely
  • so: to such a great degree; very
What I don't know is what quite so means in the following examples:
  • It isn't exactly famous for being a hot, sunny place to visit, but I didn't think the weather would be quite so bad as it was.
  • I don't think you ought to turn me down quite so quickly, before you know a bit more about it.
So is already an intensifier. Is quite used for more emphasis?

I didn't think the weather would be quite so bad as it was.
You can read it as an emphatic "as".
..I didn't think the weather would be as bad as it was.

I don't think you ought to turn me down quite so quickly,
I don't think you ought to turn me down as quickly as you have...
