I have trouble understanding the part in red. Could you please tell me what "for the month through November 29" exactly means? Thanks.

It means "for the month of November up to and including November 29th." One can also say "November 1st through November 29th."
 
It means 1."for the month of November up to and including November 29th." One can also say 2."November 1st through November 29th."
In BrE we say #1, but not #2. For that we'd say, "(from)November 1st to (November) 29th".
