The number of A is the same that of B?

Is there a preposition missing? should it be:

The number of A is the same as that of B?

or

The number of A is the same with that of B?

The number of buttons is the same as the number of buttonholes. The number of sleeves is the same as the number of arms.

Your first example is correct. There was an "as" missing from the original sentence. It's a slightly odd sentence but in context it might work. It would possibly also work without "that/that of".
The number of A is the same as B.
The number of A is the same as of B.
