The verb has no object that could be the subject of a passive construction.
 
That is, "taste" can be transitive (have an object) in a sentence like "The chef tasted the soup."
In your sentence, it's not a transitive verb - no one is testing the flavor of something else. It descripes the honey itself with an adjective.

In that sentence, "tastes" is an intransitive verb. We can only make passive voice with transitive verbs.
