I've found that sentence in a book. It says using "needing" is correct.

Of those two choices, only "needing" can make the sentence grammatical.

What you quoted in post #1 is an example of a reduced relative clause. The relative pronoun "who" (referring to people) and the verb "were" have been removed. Let's put them back and see which sentence works.

The people who were badly needing relief were gathering at the park.
Or
The people who were badly needed relief were gathering at the park.

We can clearly see that only the first one works.
