- Wearing a helmet whilst cycling is mandatory in Ukraine. Unfortunately, many cyclists disregard real dangers by using cheap or badly fitted helmets only to fulfill this legal requirement.

1. Does the second sentence sound natural to you?
2. Should I use "meet" instead of "fulfill"?
