[Grammar] The right pronoun for regulator

I have a problem with the word regulator
Which is the right pronoun to use?
I tried "it", I have been told is wrong
She/he? (but it is a body...)
They with singular meaning?

The right pronoun depends on the context and the usage.
A voltage regulator would take "it". An agency would probably take "they". A single known male regulator would take "he", etc. What's your sentence?

I am writing an academic article where I have several providers of a service and this "regulator" that defines the rules of the game.

A regulatory body can be an "it" or the regulators can be a "they." It's unlikely that a single person, a single regulator, governs the rules for an industry but is so "they" is used when the sex of the person is unknown.
