"the road is clear"

I remember hearing this sentence " the road is clear". What exactly does it mean? Is it the opposite of "the road is congested"? If not, the what is the opposite of "the road is congested"?

Is the context snow? Is it traffic? We can't answer without context.

For me, the opposite of a congested road is one that is free of traffic or where traffic is flowing freely.
 
I agree with Barb_D that it could be something like snow as well as traffic.
