What English rule or "trick" is used to define how we can say "The sign has been updated and the flyer created", which doesn't require the use of the "has been" again? We are essentially streamlining the sentence which would otherwise say "The signed has been updated and the flyer has been created". Is this even a correct sentence?
 
This practice of not repeating the auxiliary verbs is generally called 'ellipsis'. Yes, it's a correct sentence.
