Hello.

What do you call the striped undershirt in English?

Neither of them is exclusively an under-garment.

I call the first (British English) a long-sleeved T-shirt, and the second a vest.

It's only necessary to call them striped in particular situations: Luke Smart had plenty of plain T-shirts so he bought himself a striped one.

The first shirt is sometimes referred to as a 'sailor's shirt', a 'Russian sailor shirt', or a 'French sailor shirt'. The blue and white striped pattern is called 'sailor stripes' even when it's not used on shirts. They're commonly worn as uniforms aboard both military, commercial, and private nautical craft. They're almost a visual cliché.

The second one couldn't be a vest in AmE, because it doesn't open (button or zip) down the front. I'd call the 2nd one a 'muscle shirt' in AmE. The first one could simply be called a 'long-sleeved t-shirt', same as BrE.
 
'Long-sleeved T-shirt' sounds bizarre to me. There's an oxymoron if ever there was one. Surely a T-shirt is by definition short-sleeved?

Take it up with the clothing industry I guess, but that's the term for them.

I've seen long-sleeved T frequently. I don't like it. It's especially galling that the industry didn't ask me before adopting it. :-x
 
Well, I've never noticed the term used, though it is quite possible I've heard/seen it hundreds of times, and blocked it out!
