The use of "gradation"

Do you use this gradation in English? It describes the income of each employee.

"Different economic systems have different gradation for high, middle and low level salaries. There are high, low and middle level workers."
 
We rarely see 'gradation' these days.

I'd say 'Different economic systems have different pay scales for high, middle and low level workers'.

Does "level" refer to how much they earn or to the level of their professionalism?
 
You'd need more levels to have gradations IMO. You have gradations in colour, where there are subtle differences. I don't see the salary differences here as gradations.
