I want to say some people are more powerful inside a system and their voices are heard over the voices of another group of people. Can I use "drown out"?

Is this okay?

The editor of this newspaper is one of the more pragmatic elements of the government but these days not much stock is put into what these people say as the voices of reason are drowned out by the shouts of extreme hardliners. Now, sadly, radicals are in the driver's seat.

It's an imaginary scenario. The editor of the newspaper is one of the advisers of the prime minister in that government but nobody pays attention to what he says or publishes in his newspaper.

These people refers to the more pragmatic people, or at least that was the intention.

To avoid confusion for now, I change editor to man.
