Does the following phrase sound awkward?
The will of we
The author seems to mean 'the will of people'

"We" is grammatically wrong as the object of the preposition "of."
 
Let's have the full sentence before we comment further.
 
Actually, it is the title of a book. I found it on an advertisement.
 
A google search shows no book with this title.
 
It is a local book, here in Myanmar.
 
Was it written by a local person in Myanmar?
 
Look at the typeface used for the book title. Judging from the author's other works (mentioned in another post) it should be something like


The will of We

(meaning something like The power that comes with thinking of yourself ('I') as part of something bigger ('We'))

or even

The will of We

(meaning roughly the same, but emphasizing the expression of jointly-held intentions).
