'Children, there are a few rules that we need adhere to', said a teacher .

Question 1. Is the 'need' a modal verb in the above sentence?

Question 2. Is it correct to use 'need to' in the above sentence?

Are you certain that the teacher said "need adhere to", not "need to adhere to"?

I am not certain. The teacher might have said "need to adhere to", but I heard 'need' without 'to' ?
