There are more than 5 million Turkish citizens living abroad. Most of them are those who migrated to European countries, especially to Germany, in order to work after 1960s. There are also Turkish citizens living in the US, Canada and Australia for educational and occupational purposes. It is observed that expatriate Turkish citizens have gradually adapted to economic, political and cultural life of their resident countries.

Our policy regarding expatriate Turkish citizens is based on the understanding that they should effectively adapt to social life of their resident countries while preserving their mother tongue, their motherland and their ties with their native culture and maintain a law-abiding, prosperous and successful life. Within this framework, we work very hard to strengthen expatriate Turkish citizens' ties with Turkey, preserve their identity, enhance their status, facilitate their adaptation and improve services needed in the field of education, culture, religion and the like.

We attach special importance to acting in cooperation with the authorities of the relevant country with regard to policies towards expatriate Turkish citizens. We also continue our efforts to ensure the rights of Turkish citizens living in countries with which Turkey has yet to establish a contractual basis.
