[Grammar] 'There is not...' or 'There is no...'

Do 'There is not...' and 'There is no...' have same meaning and usage
 
Why don't you give us full sentences instead of writing only beginnings?

If you mean something like
There is not any milk in the fridge
and
There is no milk in the fridge
then yes, they mean practically the same

If you mean... However, I don't think the members of this site can (and should) read your mind.
