Kris is going to Guangzhou and he will sit on the train (he bought the ticket only for sitting) for 20 hours. He wants to buy some snacks to eat but doesn’t want instant noodles. He said there are too many addictives in it. I said “they are added at a normal level.” The intended meaning is “Even though there are additives there; they are at a safe level”.
 
I think that for people who complain about "additives," any amount is too many.

Every country has some sort of government or health department that decides what the maximum "safe" level of any additive, preservative etc is. Products with levels over the maximum can't be sold. Presumably, you know this (and you know what those levels are) because you told Kris that the product he was talking about contains safe levels of additives.

I'm not really sure what your question means, though. What do you mean by "why you think at a safe level is good"? Also, please explain why the fact that there are many additives in instant noodles is relevant.

I thought different additives have different levels, but 5jj and others who liked his post in #3 seem to agree with him that the sentence is good.

Those additives are labelled and printed on the plastic bowl which contains the instant noodles. Kris said he didn't want to eat instand noodles when he was on the train because there are too many additives in it. I think there are more than one additives, I need to use the plural here.

I see - you're querying why the singular indefinite article "a" is used, even though the noodles contain more than one additive. You can look at it two ways:
1 - Each individual additive has "a safe level" so the term is being used to refer them individually.
2 - The total additive content of the entire pot of noodles is at "a safe level".
