A: If you want to stay and work in Israel legally, at least one of your 4th-degree or closer matrilineal relatives had to be born in Israel. After living there for two years, you can get Israeli citizenship.
B: Do you want to say that all those Ukrainians who have been in Israel for years have or had such relatives and can become Israeli citizens?
A: Yes, that's right.
B: I find that a little bit difficult to believe. Ninety percent of Ukrainian immigrants in Israel don't have Israeli citizenship. Some of them have been there for years and, in all probability, are not planning on returning, so why wouldn't they have become Israeli citizens?
Does the part in bold sound natural to you?
I'm trying to imply:
If they could become Israeli citizens that easily, why wouldn't they have done it [already] or [by now]?
