Officer K goes to the Wallace Company to inquire about hair of the female dead body. A clerk tells him:

Pre-Blackout. That's gonna be tough. Not much from then. And what's there is thick milky.

What is the meaning of "thick milky"?

What exactly is officer K enquiring about? Is there more context?
 
He's essentially saying that what's there is not clear, so it will be hard to gather sufficiently reliable information.

Generally, if something is milky, it is not clear. The use of thick just emphasises this.

Note: He's not describing the hair, he's describing the DNA trace. K is asking to identify the replicant from a hair sample and the clerk says that he can't do it.
