Could I change sentence 1 to 2 or 3 as a passive voice sentence? Are they correct? I think two of them are correct. They have the same meaning as sentence 1.
  1. The teacher explained that this engine pulled the train.
  2. It was explained that this engine pulled the train (by the teacher).
  3. This engine was explained to pull the train (by the teacher).
 
Number three does not work.

Do you know where "by the teacher" should go if it is part of sentence two?
 
Sentence 3 is incorrect, isn't it? And I must put "by the teacher" before "that" in sentence 2.

That is right.

I don't use passive voice much, but there are circumstances where it can come in handy. (That does not appear to be one of them.)
 
No, it isn't doesn't. It is exactly an exercise English exercise book written by a teacher in Vietnam. He made wrote it himself. Students have to attend some extra classes after school. In these classes, the teacher hands out exercise books. I can find out found this sentence on this website:
