The second one. For some reason we use the plural form even though it is one item of clothing.

Because such nouns as 'jeans', 'briefs', 'shorts', and 'trousers' are marked as plural in dictionaries.

Yes, that's the whole point. Anything that is expressed as coming in pairs is, by definition, plural. Scissors and glasses are two more examples.
