To spur action in individuals, organizations need goals that are “operational” – that is, those for which “there are some means, valid or illusory, for determining the connections between alternative actions and goal satisfaction.”

What does those for which mean in the context? I know those refers to "operational goals", but I don't know what for which is doing here.
 
there are some means .................. for the said goals.
for which "there are some means .................."

Can for be interpreted as "for the purpose of " in the context?
 
No. Read the sentence like this:

'Operational' goals are goals where there are some ways to determine the connections ...
 
No. Read the sentence like this:

'Operational' goals are goals where there are some ways to determine the connections ...
So, where means "for which"? If the sentence can be read like 'Operational goals are goals where...,' "in which" can also be applied here in the context, can't it?
