1. When is "half time" in soccer? In the middle time of the first half or right betwen first half and second half?
2. Does "tie up the match" mean "make the match firmly in your favor"?

'Half-time' is the 15 minute period between the first and second halves.

'Tied up the match' and 'broke the rules' are not expressions a native speaker would use.

We might say 'tied the match', which means 'levelled the scores'.

I dont' think "When the Bears were leading at half time by 1-0" makes sense as during a break, everyone is resting. So "leading during a break" sounds weird. I got this from a highschool textbook, which seems to be written by a Korean.

A native speaker would say 'When the Bears were leading one-nil at half time...'

It's not weird at all. The score at half time remains the same during the break.
