No. It's not a sentence. It doesn't end with a punctuation mark. And "merchandise" is not countable.
 
What if I change this sentence like this
To ask for defective merchandise to be refunded.
Is it still gramatically incorrect?
 
... and there is no finite verb.

In addition to the points already made, it's not the merchandise that might be refunded but the purchase price. Also, since merchandise is uncountable it can't take an indefinite article.
