The answer for this qustion is 1. I think the test-maker meant 1 as an adverb usage of to infinitive, but it can also be interpreted as an adjective usage to describe "music", and the context is not clear. Sometimes "to inifinitive" can be interpreted as both adjective and adverb usages. Like "He made the policy to escape poverty", where "to escape poverty" can describe either "made" or "the policy". What do you think?

ex1)By the age of 11, Edicson Ruiz was already in trouble.In Caracas, Venezuela, he worked at a supermarket [SUP]2)[/SUP]to earn money for his poor family.

'to' can be replaced by "in order to" or "as a means to" in the example sentence and in 1. It can't in 2.
 
Can't you ever interprete this as "It uses classical music that can build their self-esteem and confidence." as an adjective usage?

No, that's not what it means. It says nothing about special classical music that can build confidence.
