Are these two sentences both natural?

1) To eradicate the scourge of terrorism has become essential.
2) It has become essential to eradicate the scourge of terrorism.


The president said this in his speech.

2) It has become essential to eradicate the scourge of terrorism.
#2 is OK. I'd start #1 with "Eradicating".

The president of what/where?
 
Which version did he actually say?
 
I don't think President Xi would be saying things like this in English.
