I have a problem with 'to include a US aircraft carrier strike group'. 'That includes' or 'including' would make sense to me, but I can't parse the sentence as it is.

Do you consider it correct?

The armada (fleet of ships) includes an aircraft carrier strike group. It's pretty straightforward.

Yes, that is definitely the meaning, but I can't figure out the grammar of the sentence. I would have said 'including' or 'that includes', but why 'to include'?
