When I get to university, I intend to work hard, join a lot of clubs and _____ a lot of friends.

What should I use here "to make" or "make"?

Use "make" there.

You could be more specific and say you intend to work hard at your studies. (You might mean to say that you mean to work hard at partying.)

You could use "to make" but only if you also use "to join". That would be less natural than using the original with "make".
