to rise/to rise up/to arise

They all mean the same, don't they?
For example in a sentence like "The people should rise/rise up/arise and get rid of their corrupt leaders."
 
Your example sentence illustrates well that that they do not mean the same thing. The phrase "rise up" works best there, and you should not, I think, use the others at all.
 
You could say they have a common basic meaning but quite different uses. Precise meaning comes from how vocabulary is used in sentences.
