I would like to know if all the following sentences are right:

You seem to be a nice person.
You seem a nice person.
You seem like a nice person.

See above. You can say "You seem nice".
 
I'd have to be pushed (or slightly nudged) to say that seem + noun is wrong, but I never use it myself, and would certainly teach learners not to use it.

No. Better:

- "You seem like a nice person."

- "You seem to be a nice person."


or "It seems you are a nice person"?

Yes. You can also say:

- "It seems like you are a nice person."

- "It seems that you are a nice person."

- "It seems as though you are a nice person."

- It seems to me you are a nice person."
Use quotation marks to show someone is saying something.
