The word order is important.

For him, it is difficult to speak English.
Speaking English is difficult for him.

After adjectives like "difficult" and "easy", we use the "to infinitive" but we don't tend to start sentences with it - we usually start with the gerund (a verb + ing being used as a noun).

It is easy to eat.
It is difficult to read.
Eating it is easy.
Reading it is difficult.
