Hi,

Today it is very cold but I'm fully dressed. Is it correct?
 
It's hard to say whether it's correct because I don't know what you're trying to say. It seems to make sense to be "fully" dressed when it's cold so I don't know why you have used "but".

Not really no. You could say "...and I am fully dressed for it", but it wouldn't be natural. MikeNewYork's suggestion is much better.

I don't know what you think "fully dressed" means.
 
Fully dressed does not mean that you are necessarily wearing thick or warm clothes; in the summer, you could be fully dressed in trousers and a t-shirt. Like MikeNewYork, I would dress warmly on a cold day.
