1) They gave me a too generous present.
2) The too generous present was truly appreciated.

Are these sentences correct?

I think they are strange. Maybe if one put a hypen between 'too' and 'generous'. they would work. Even then, my suspicion is that #1 would be marginal and #2 would be OK.
 
The hyphenated compound adjective "too-generous" is okay but is not common and not natural.
I think "over-generous" would be better.
