What sentence is correct?
The meaning of these phrases are surrender or ask the police for help?

He turned himself to the police.
He turned himself in to the police.

He surrendered to the police.
 
What Which sentence is correct?
The meaning of these phrases are Do they mean "surrender" or "ask the police for help"?

1. He turned himself to the police. ❌
2. He turned himself in to the police. ✅
Note my corrections above.
1 means nothing.
2 means he surrendered to the police, usually by actually going to a police station.

"He turned to the police for help" would have meant "He asked the police for help".
