Two hundred fifty thousand millionS ???

Hello people!

I'm currently reading a text in order to make a text commentary and there's something I quite don't get. The sentence says:

" [...] the astounding fact startles us that in 1935, fifty years from now, [...], one hundred and eighty millions of English-speaking republicans will exist under one flag and possess more than two hundred and fifty thousand millions of dollars [...]"

My questions are:
How is it possible there is an "s" in "millions"?
Do you think this is correct?

Apparently, it was correct in 1885. It isn't correct any more.

When there is a stated number, we use million (two/three/etc. million).

When we want to emphasize an unspecified large number, we use millions of (I have done this millions of times).

I am not a teacher nor a native speaker.
