The health risks associated with asbestos exposure are well known especially on a construction project taking place within an existing building. To eliminate or help minimise this risk, could you please forward the information you have on any toxic substances within the premises that could affect the health and safety of employees and would otherwise remain unknown to us so. We can then implement measures in our risk assessment to prevent or reduce them to as low as reasonably practicable.


How could the last sentence be written avoiding two to's?

We can then implement measures in our risk assessment to prevent or reduce them to as low a level as is reasonably practicable.
You don't need to avoid using "to" twice, but I would suggest the above alteration.
