People’s perceptions of their position in wealth and income distributions are often inaccurate. Those who have a little tend to overestimate their position, and people who have a lot tend to underestimate it. ① There is a general tendency to under-report wages in survey questionnaires, though. ② And this is further affected by how satisfied people are with their wages. ③ No business which depends for existence on paying less than living wages to its workers has any right to continue. ④ Using a sample of workers from France, researchers compared how much employers said that the employees earned each month with how much the employees themselves said that they earned. ⑤ Those who were less satisfied with their wages (the majority of people) tended to under-report the figure, but those who were more satisfied with their wages tended to over-report them.

By "under-report the figure" ,does it mean the an employee said $30,000/yr when he actually earns $40,000/yr?
I don't think this rarely happens among office workers. Who would fake his or her annual income?
Or does it mean that even if the employee earns $60,000/yr, he or she said their income is low when it's not the low compared to others?

It's not exactly "faking". It's just that people who think they're poorly paid tend to round down rather than up. Someone who earns, say, £12,500 a year (and isn't happy with their pay), might say they earn £12,000. Someone who earns £49,500, and is happy with their income, might say they earn £50,000.
