[Vocabulary] universal acceptance

I'm not a native speaker, I've recieved a line "Confirmation of production feasibility will certainly lead to widespread if not universal acceptance." I do not understand it especially "if not unversal acceptance" part. Does this sentence mean "Once production feasibility is confirmed it will widely spread if it's not aiming to be accepted universally"?? Am I correct?
