Can I say to my students 'Keep learning this phrase until it sticks'? Will it sound appropriate in an English classroom?

That part is OK but I wouldn't use "Keep learning this phrase". Say something like "Keep repeating/using/practising this phrase".

until it sinks in?

Perhaps:

Keep working on it until you've got it.
