Up with the Soviet Union!

What's the meaning of this sentence?
 
"Up with" is used when you shout to show support but I think it's outdated. It's like "Long live the Soviet Union".

It's definitely outdated. The Soviet Union no longer exists.

I'm really sorry, I was just trying to answer the OP's question regarding the meaning of "up with" (or "down with", come to that).

Two phrases spring to mind:

1) "Up the Arsenal!" - a support cry for a particular London football team.
2) "Down with Skool" - a book from the 1970s. I have no recollection what was in it. The suggestion from the title is that the author does/did not like school. He/she is not a fan.

In the first, "with" is omitted. It would mean the same with "with" but it's not necessary.

You were right- it's a dated phrase for something that no longer exists, and the fact that the quote comes from an obviously dated text confirms that.
