Do the parts in bold sound idiomatic?
Context: it is about changing the original planning to imprive the city.
It would be impossible to introduce trams because the city's urban master plan will have to be reset. Of course there is an alternative to everything. The government should make a better transportation (infrastructure) design.

You probably don't need the word "urban" there, unless the city has more than one master plan.

The plan would need to be "revised," not "reset."

In most cases I would agree that "urban" is a tautology. However, some cities do incorporate significant rural hinterlands within their legal boundaries.

@Anna232, I recommend that whenever you're inclined to say "make [a] better" + noun, you consider using "improve" instead.
